Game Stages

Fortress Hub has two stages: Pioneering and Maturity.

Pioneering

Every game starts in Pioneering. The Regulatory Action phase considers only the conditional $5 industry subsidy. No lobbying or regulatory card is used.

Maturity

At Reset, the game enters Maturity if any active airline has at least 5 routes and nonnegative cash. The transition is checked after bankruptcy processing and takes effect for the next round. Once the game enters Maturity, it never returns to Pioneering.

Maturity changes the Regulatory Action phase: the government draws regulatory cards, including Recess, and airlines can lobby for or against the act under consideration. The rest of the round structure and the route economy remain the same.
