Regulatory Action

During the Pioneering Stage, the government has a standing policy of subsidizing the industry if all airlines have <= $5 in cash.

When the game switches to the Maturity Stage, then the government starts regulating the industry. During the Regulatory Action phase, airlines have the ability to spend money lobbying for or against the regulaton under consideration.

If the same amount of money is spend for and against a regulation, then there is a 50/50 chance it passes.

If more money is spent lobbying in favor of the regulation, there is an 80% chance it passses.

If more money is spent lobbying against the regulation, there is a 20% chance it passes.
